Felting uses the unique ability of wool fibers to bond together to form cloth when they are rubbed against each other. That's because the scales of the fibers entangle, especially when they are wet. By layering the wool in a specific way, wetting it with soapy water and "massaging" it first very lightly and later vigourously, the loose fibers become an entity that can be very strong.
